La Unión Europea está revisando la normativa con respecto al material vegetal de reproducción (MVR). La normativa actual sobre producción y comercialización de material de reproducción vegetal en Europa ha contribuido a aumentar la competitividad y la sostenibilidad del sector obtentor y también de los agricultores sobre la base de un mercado común de semillas y plantas de vivero. Esta normativa, relativamente desconocida, se está actualizando en un Reglamento Europeo que establece un marco legal común para la producción, control, comercialización y uso de semillas, esquejes, plantones y otros tipos de material vegetal destinados a la reproducción de plantas. Su principal objetivo es garantizar la calidad, sanidad y trazabilidad de estos materiales en todo el territorio de la UE, promoviendo la seguridad alimentaria, la sostenibilidad agrícola y la competitividad del sector. Además, facilita el comercio intracomunitario al armonizar los requisitos técnicos entre los Estados miembros.

El CIHEAM Zaragoza (el Instituto del Centro Internacional de Altos Estudios Agronómicos en España) y la Asociación Nacional de Obtentores Vegetales (ANOVE) han firmado un acuerdo marco de colaboración para promover la cooperación entre ambas entidades en el ámbito de la formación, investigación e innovación en mejora vegetal. Este acuerdo, suscrito por el director del CIHEAM Zaragoza, Raúl Compés López, y el director general de ANOVE, Antonio Villarroel López de la Garma, establece un marco permanente de colaboración que permitirá estrechar las relaciones entre ambas instituciones y aunar esfuerzos para impulsar el desarrollo del sector agroalimentario español.
